CALGARY, Oct. 10 /CNW/ -- CALGARY, Oct. 10 /CNW/ - The National Energy Board gave its approval today to Trans Mountain Pipeline Inc. (TMI) to modify the capacity allocation procedures on its oil pipeline system as a result of the TMX Anchor Loop Expansion Project.

The approved revisions to the rules and regulations governing the transportation of petroleum on the TMI system include the following:

- The allocation of 2,200 m(3)/d (13,820 bpd) of additional capacity for
deliveries to the Westridge Dock in Burnaby, British Columbia;

- The addition of a provision authorizing TMI to limit, based on
operational needs, the number of crude oil types that may be accepted
for delivery to the Westridge Dock;

- The addition of a method to calculate the allocation of pipeline
capacity for crude oil shipments injected into the pipeline at
Kamloops, British Columbia; and

- The merging of the two existing land-based destination categories used
for allocating capacity for petroleum delivered to destinations other
than Westridge Dock into a single Land Destinations category.

Pipeline capacity allocated for petroleum deliveries to Land Destinations will be assigned to shippers on a pro rata basis when volumes to be transported exceed the space available. The creation of a single Lands Destination category with pro rata allotment supports the goal of a more freely-operating and competitive market.

The request for clarity about the classification of new Burnaby tanks was dismissed for the time being. Requests to establish a stakeholder consultation group and create a review process to look into the means to determine how volumes of product will be shipped were also dismissed.
